Moves forward or backward (depending on the sign of the Frames parameter)
a given number of frames in the currently loaded medium.

Remarks:
The Wait field determines whether control is
returned to the application before the Step method has finished.
The Notify field determines whether
Step generates a MM_MCINOTIFY message.
